About the HOA
In the late 1960s, residents at the University of Michigan organized themselves into the Interns-Residents Association, now known as the House Officers Association (HOA), with the dual mission of improving working conditions for house officers and addressing patient care issues.
In February of 1973, the Supreme Court granted the University of Michigan HOA employee status under the Michigan Public Employee Relations Act (PERA). With this ruling, the HOA obtained the right to negotiate collectively with the University of Michigan. The first contract was ratified in 1973, and over the past 35 years, the University of Michigan HOA has continued to advance the cause of residents and address the issues affecting their patients.
Our current contract was successfully renegotiated in the Spring of 2009 and took effect July 1, 2009.
