In the late 1960s, residents at the University of Michigan organized themselves into the Interns-Residents Association, now known as the House Officers Association (HOA), with the dual mission of improving working conditions for house officers and addressing patient care issues.
In February of 1973, the Supreme Court granted the University of Michigan HOA employee status under the Michigan Public Employee Relations Act (PERA). With this ruling, the HOA obtained the right to negotiate collectively with the University of Michigan. The first contract was ratified in 1973, and since that time, the University of Michigan HOA has continued to work to represent and advance the needs and concerns of residents.
Our current contract with the University of Michigan was successfully renegotiated in the spring of 2009 and took effect July 1, 2009. There was a separate negotiation of the salary schedule for 2011-2014 in the winter/spring of 2010-2011, with that salary schedule taking effect July 1 of 2011. The next negotiations will be during the 2013-2014 academic year.
