TLDR to avoid a ticket in P3:

1. Do not back in
   (unless you have a front plate)
2. Update your license plates for all permits in the AIMS/Umich Parking Portal
   (for all available permits, including free ones)
3. Follow the rules for our parking programs
   (are you sure you understand them?)

You may have noticed parking on the hill has become a lot more difficult than normal. In addition to the renovations to install the License Plate Readers (LPR) and new gates on all the medical campus garages, there are repairs and maintenance going on in Catherine, Ann, and P2, with many spaces closed in those garages. We are dealing with a reduced space count for both employees and visitors.

One side effect of all the chaos has been extra strain placed on P3. Previously full enforcement of our "Assigned Access Only" spots had been impossible. With the implementation of License Plate Reader technology in the garages, enforcement is now a possibility.

We have taken action to protect our parking programs.

In June, we alerted you to better enforcement in P3. Those plans have been finalized; ticketing will begin Tuesday, September 8th, 2026.

Action Required by House Officers

Stop Backing In

Enforcement of individual spaces is not possible if the license plates are not visible from the lane. Unless you have a front license plate, you may not back in to your space. You will receive a ticket if you do.

Update Your AIMS/Umich Parking Account

M-Card scanning will still work at the gates, but only as a backup, and only if you have a fully updated AIMS profile. You will receive a ticket if your license plate is not also registered.

While 24/7 P3 Access requires a Blue pass, After Hours P3 Access parking can be used by all House Officers, whether or not they purchase a University parking permit. If you have a Blue (or other) parking pass, you are already familiar with the AIMS/Umich Parking Portal. If you have not purchased a parking pass, you may never have logged in. All House Officers need to log in and make sure their license plates are updated for all available parking permits.

“HO Contract Access”

This is the name for the HOA’s After Hours P3 Access parking program in the AIMS system. It is free and assigned to all House Officers. You must add your license plates.

“HO Monthly Access”

This is the name for the HOA’s 24/7 P3 Access parking program in the AIMS system. You must have your own Blue Pass to be eligible. It is assigned to some House Officers by their programs based on certain criteria. You must add your license plates.

“Ann, Catherine, Glen – Evening/Weekend Permit”

The permit required for after-hours access in Ann, Catherine, or Glen. This permit is free, but you must log in and “purchase” it. You must add your license plates.

“Blue”

You may have a Blue, Yellow, or other pass that you pay for via payroll deduction or other means. Be sure to keep your license plates up to date.

Adhere to the Rules for House Officer Parking Programs in P3

24/7 P3 Access

House Officers parking in P3 with 24/7 Access should park in an "Assigned Access Only" spot. If no "Assigned Access Only" spots are available, park in a patient/visitor spot in P3.

Not every House Officer has 24/7 Access. Availability is limited, and it is assigned to some House Officers by their programs based on certain criteria.

After Hours P3 Access

House officers parking in P3 after hours (between 4:00 pm and 9:00 am), should park in an "Assigned Access Only" spot. If there are not "Assigned Access Only" spots available, park in a patient/visitor spot in P3. Remember: It is "enter after 4 pm and exit before 9 am" not "enter before 9 am and exit after 4pm.”

What you may not do, is be parked in P3 between the hours of 9:00 am and 4:00 pm. For example, you work during the day and arrive at the hospital in the morning before 9:00 am, and you leave after 4:00 pm. Parking and Transportation Services monitors for this behavior, and when caught, your parking privileges will be in jeopardy.

If you are in an “Assigned Access Only” spot after 9:00am, you may receive a parking ticket.

House Officer Parking Coupon

Commonly referred to as a P2 Parking Pass or Voucher, the House Officer Parking Coupon is used for exit out of the P2 lot. House Officers should not park in this lot unless they are assigned to an off-site location and return to the hospital prior to 4:00 pm and cannot find parking in another lot reasonably close to the hospital. If a House Officer is returning after 4:00 pm, they have access to the staff section of P3.

If you are utilizing the House Officer Parking Coupon program, you must park in a patient/visitor space. If you park in an “Assigned Access Only” spot, you may receive a parking ticket.

Why?

Here is the subtext to the above. A bunch of people who are not House Officers and park in "Assigned Access Only" spots are about to get parking tickets. Please take the steps described above to avoid getting caught up in the sweeps.
