  Dominic Barbato

  Director of Organizing and Representation

  Dominic came to HOA in December of 2022. He has been active in the labor movement since 2008 and has organized with AFSCME International, AFT Local 3550 (GEO), and was most recently a labor representative for SEIU Local 517M. He enjoys cooking, camping, mushroom hunting, and working a community garden plot with friends. When not working, he can often be found listening to the Grateful Dead and hanging out with his cat, Gazpacho.

  Steven Smith

  Director of Operations

  Steve has been involved with the HOA in various capacities for over a decade. Before that, Steve spent time in IT and web development – following his wife around the country as she completed medical school, residency, and fellowship. After spending 5 years in Pittsburgh the siren call of Michigan pulled him and his family home. Steve has two young children and a neurotic pup named Tino. On the rare occasion he is not working or tending to the children and/or dog, he enjoys a glass of rum and a good dinner with friends.

  Robin Tarter

  Executive Director Emeritus

  Robin has been with the HOA since January 2012. Prior to returning to the world of Labor Relations, she worked for several area non-profits. Robin also spent 12 years moving around the country with General Motors and Saturn Corporation. The majority of that time included roles in Human Resources, Training and Development, and Labor Relations. Robin has been married to her physician husband for 34 years and has 2 grown sons, no grandchildren, but a beloved miniature pinscher named "Piper." Robin retired from the HOA in March of 2024. Robin is an avid golfer and is enjoying life as a "snowbird" while pursuing golf year-round.
